Terms and Conditions for the event entitled: “Hells Bells Festival 2026”
Organiser: KPT sp. z o. o. in organisation, in cooperation with the West Pomeranian Foundation for Culture and Sport
- General Provisions:
- These regulations (hereinafter referred to as the ‘Regulations’) have been issued on the basis of the provisions of the Act of 20 March 2009 on the safety of mass events, consolidated text Journal of Laws of 2019, item 2171 (hereinafter referred to as the ‘Act on the Safety of Mass Events’), on the basis of the Act of 22 August 1997 on the protection of persons and property, consolidated text Journal of Laws 2020, item 838. (hereinafter referred to as the ‘Act on the Protection of Persons and Property’) and on the basis of the provisions of the Civil Code.
- The regulations are issued by the event organiser (hereinafter referred to as the ‘Event’), i.e. by the company: KPT sp. z o. o. in organisation with its registered office in Szczecin at ul. Bolesława Śmiałego 20/1A, 70-347 Szczecin (hereinafter referred to as the ‘Organiser’).
- The Regulations are addressed to all persons who will be present at the Event Venue during the Event. Every person present at the Event Venue is obliged to comply with the provisions of these Regulations.
- The purpose of the Regulations is to ensure the safety of persons and property, as well as the safety of the Event, by specifying the rules of admission, behaviour and use of the Event Venue and the infrastructure located therein, as well as specifying the conditions of participation in the Event by regulating the rights and obligations of Event Participants in connection with the possession of an admission ticket to the Event.
- The following terms used in the Regulations shall have the following meanings:
- “Event” or “Festival” – a cultural event planned by the Organiser for 26-27 June 2026 under the name “Hells Bells Festival”
- “Ticket” means a single individual admission to the Event;
- ‘Security Services’ and ‘Information Services’ mean persons appointed by the Organiser, including employees of personal or property security agencies, holding identification cards, to ensure the safety of persons participating in the Event, including checking the Participants’ rights to enter the Event Area. Members of the Security and Information Services shall wear identification badges in a visible place, containing: the name of the issuer, identification number and photograph, period of validity, stamp and signature of the issuer;
- ‘Event Area’ means the place where the Event is held, in particular the area of a mass event. The venue may be changed for important reasons and announced to the public before the Event;
- ‘Event Participant’ means a person participating in the Event on the basis of a Ticket or ID Badge.
- ‘Wristband’ means a wristband placed on the Event Participant’s wrist. The wristband is marked with the Organiser’s logo and allows access to the Event Venue.
- Ticket sales
- Tickets are sold exclusively on the organiser’s website and at authorised online points of sale listed on the organiser’s website. A service fee may be added to the price printed on the ticket, depending on the fees applicable in individual ticket sales channels.
- It is prohibited to resell Tickets at auctions, bids or in any other way that indicates the commercial nature of such resale. Any public offering of the transfer of ownership of Tickets, including as prizes in competitions, lotteries, bonus sales or any other promotions, even if free of charge, is prohibited.
- The Organiser informs that, pursuant to Article 133 of the Act of 20 May 1971, Code of Petty Offences: “Anyone who purchases tickets for artistic, entertainment or sporting events for the purpose of reselling them at a profit, or who sells such tickets at a profit, shall be subject to arrest, restriction of liberty or a fine. Attempts, incitement and aiding and abetting are punishable.”
- The ticket authorising entry to the Event must be original and purchased in accordance with the provisions of these Regulations. A ticket purchased in violation of the provisions of the Regulations may be invalidated by the Organiser.
- The Organiser warns that purchasing Tickets from third parties carries the risk of purchasing a counterfeit ticket, which will result in refusal of admission to the event.
- The Organiser informs that the unique barcode on each Ticket entitles the holder to exchange the Ticket for a Wristband only when scanned for the first time. The Organiser warns that if a Ticket (in any form) is made available to a third party, it may be used by that person, which will result in the purchaser of the Ticket being denied admission to the Event.
- If a person with a disability wishes to attend the Event with a support person, each of these persons is required to have Tickets. The Organiser has made a dedicated pool of tickets available for persons requiring assistance.
- The Organiser has made available a pool of discounted tickets, known as YOUTH tickets, and family tickets, known as FAMILY tickets. In order to take advantage of these, it is necessary to present an identity document confirming the age of the minor.
- Tickets may only be refunded or exchanged in the event of cancellation of the Event, a significant change in the venue of the Event or the date of the Event. In such a case, the Organiser shall announce the possibility and dates of refunding Tickets on a case-by-case basis.
- Changes to the Event programme caused by, for example, logistical, technical or weather difficulties, or the absence of an artist, do not entitle purchasers to a refund of Tickets.
- Prohibition on reselling Wristbands
- The resale of Wristbands entitling the holder to participate in the Event, regardless of the form and purpose (including without profit), is prohibited. The Wristband is a personal document assigned to the original purchaser of the Ticket and cannot be transferred to other persons without the prior consent of the Organiser.
- In the event of unauthorised transfer or resale of the Wristband, the Organiser reserves the right to invalidate it, which will result in refusal of admission to the Event without the right to a refund. The prohibition also applies to the transfer of Wristbands in the form of exchange, donation, barter, as well as offering them on auction, classified and social networking sites.
- Admission to the event premises
- Admission to the Event Venue is granted to persons holding Tickets and proof of identity.
- If a minor under the age of 13 is participating in the Event, they may only do so under the supervision of an adult – a legal guardian or a person authorised in writing by the legal guardian, who, upon first entering the Event, will submit a declaration of responsibility for the minor at the information point, in accordance with the template developed by the Organiser (available for download at hellsbells.pl).
- If the Event Participant is a minor under the age of 13, they may participate in the Event only after submitting a written consent form from their legal guardian at the information desk upon their first entry to the Event, in accordance with the template developed by the Organiser (available for download at hellsbells.pl).
- Regardless of whether the above conditions are met, the Organiser is obliged, in accordance with the provisions of the Act, to refuse admission to the Event Area:
- persons who have been issued with a ruling prohibiting them from attending mass events or obliging them to refrain from being in places where mass events are held, issued by a court against a convicted person in connection with a conditional suspension of imprisonment or against a minor on the basis of Article 6(2) 2 of the Act of 26 October 1982 on proceedings in juvenile cases, as well as persons who have been issued with a foreign or club ban within the meaning of the Act, persons who refuse to undergo the activities referred to in point 23 of the Regulations,
- a person under the visible influence of alcohol, narcotics, psychotropic substances or other substances with similar effects,
- a person in possession of weapons or other dangerous objects, explosives, pyrotechnic products, flammable materials, alcoholic beverages (does not apply to beverages purchased on the premises), narcotics or psychotropic substances.
- a person behaving aggressively, provocatively or in any other way posing a threat to public safety or order.
- The Event Organiser may refuse admission to the Event and refuse to allow the following persons to remain at the Event:
- wearing shoes with metal tips whose external appearance makes identification impossible,
- carrying plastic, glass, metal containers or cans, etc.,
- without identification documents or refusing to present them,
- Organisational and order rules applicable at the event
- The organiser ensures the safety of persons present at the Event and order during the Event, including through:
- Security Services, Information Services and Security Personnel, distinguished by their clothing;
- appointing a security manager to supervise the Security and Information Services and organise their work;
- provision of medical assistance and hygiene and sanitary facilities;
- changing the venue of the Event to another location, if necessary;
- changing the date and time of the Event, if necessary;
- in connection with the current epidemic situation, by applying additional epidemic restrictions.
- Event participants and all other persons present at the Event Venue are required to follow the instructions of the Security and Information Services, including the security manager. Refusal to comply with these instructions may only result from their conflict with generally applicable laws.
- Event participants and all other persons present at the Event Venue are required to behave in a manner that does not threaten the safety of other persons present at the Event, and in particular to comply with the provisions of the Regulations. It is forbidden to destroy signs and information boards, advertising media, devices and equipment located on the Event Site, etc. Participants are obliged to use sanitary facilities only for their intended purpose.
- The following is prohibited at the Event Venue:
- taking actions aimed at interrupting or disrupting the course of the Event;
- using offensive or vulgar language, proclaiming or displaying slogans with vulgar or racist content, and inciting conflict, in particular on racial, national, religious, social or sexual grounds;
- displaying banners that have not been previously approved by the Organiser;
- throwing objects;
- starting fires or smoking in places where it is not permitted;
- relieving oneself outside of toilets;
- littering;
- blocking exits and escape routes;
- bringing dogs and other animals, with the exception of guide dogs;
- bringing in, possessing or using unmanned aerial vehicles, drones or other flying objects;
- bringing in and using skateboards, longboards, single-track vehicles, roller skates, rollerblades and any other similar equipment.
- bringing in and using cameras, sound and image recording equipment, and photographic equipment that may be used for professional purposes, including cameras with interchangeable lenses, cameras with a zoom of more than 6x, tripods, and selfie sticks.
- Photographs may only be taken for private purposes, so as not to obstruct the view of anyone in the audience or disturb those nearby;
- bringing backpacks, suitcases, and bags larger than 30 litres;
- bringing in drinks and food, except for persons whose health condition requires a specialised diet confirmed by a medical certificate;
- bringing in umbrellas with sharp ends.
Within the scope specified by the Act and its implementing provisions, the Organiser is entitled to record the course of the Event, in particular the behaviour of persons, using image and sound recording devices. The Organiser shall immediately forward to the district prosecutor competent for the Event Area or to the Police any materials collected during the recording of the Event which may constitute evidence allowing for the initiation of criminal proceedings or proceedings in cases of misdemeanours, or evidence relevant to such proceedings. Materials collected during the recording of the Event that do not contain evidence allowing for the initiation of criminal proceedings or proceedings in cases of misdemeanours, or evidence relevant to such ongoing proceedings, shall be stored after the end of the Event for a period of at least one month, and then destroyed by a commission.
Security and Information Services, upon presentation of their ID card displayed in a visible place, are authorised, in accordance with the provisions of the Mass Events Safety Act, to:
- verifying the authorisation of persons to be present in areas constituting a Mass Event, and in the event of finding that such authorisation is lacking, requesting them to leave the Event Area;
- identifying persons in order to establish their identity;
- searching the contents of luggage and clothing of persons if there is a suspicion that they are bringing in or possessing items referred to in points 14 d), 15 d) or 23 of the Regulations;
- issuing orders to persons disturbing public order or behaving in a manner inconsistent with the Event Regulations, and in the event of failure to comply with these orders, requesting them to leave the Event Area;
- apprehending persons posing a direct threat to human life or health, as well as protected property, for immediate transfer to the Police.
In addition, the Security Services, upon presentation of their ID card placed in a visible place, are authorised to use, in the cases referred to in Article 11 of the Act of 24 May 2013 on direct coercive measures and firearms (Journal of Laws of 2019, item 2418), direct coercive measures referred to in Article 12(1) of that Act;
Security staff are entitled to all the powers under the Act on the Protection of Persons and Property, including the power to:
- determining the right to be present at the Event Venue and checking people’s identity;
- calling on persons to leave the Event Area in the event of a determination that they do not have the right to be present at the Event Area or that they are disturbing the peace;
- apprehending persons within or outside the Event Area who pose an obvious direct threat to human life or health, as well as to protected property, in order to immediately hand them over to the police;
- use or application of direct coercive measures within the limits of the provisions of the Act on the protection of persons and property and the provisions of the Act of 24 May 2013 on direct coercive measures and firearms (i.e. Journal of Laws of 2019, item 2418)
The Security or Information Services are obliged to remove from the Event Area any persons who, by their behaviour, disturb public order or behave in a manner inconsistent with the Regulations.
Members of the Security and Information Services, depending on the potential risk and needs, may be equipped with, among other things:
- hand-held metal detectors,
- ticket, ID and invitation templates,
- other necessary and legally permitted personal protective equipment.
A member of the Security or Information Services or a Security Employee shall determine a person’s right to attend the Event by:
- checking whether the person has a valid Ticket and, after exchanging it, a wristband;
- checking whether the person has a valid Technical ID;
- comparing the document presented with the template;
- checking whether the person has an identity card;
- verifying the Participant’s age by checking their identity document.
If any items are found in the searched luggage or clothing that are prohibited from being brought into or possessed at the Event, a member of the Security Services shall refuse entry to the Event to the person found to be in possession of such items, or remove them from the Event venue.
If weapons or other dangerous items, alcoholic beverages, explosives, pyrotechnic and fire-hazardous materials, as well as narcotic and psychotropic substances are found in the inspected luggage or clothing, a member of the Security or Information Services shall apprehend the person in whose luggage or clothing these items were found and, after confiscating them, shall draw up a report on this action and then hand over this person to the police together with the confiscated items.
Persons who have been refused entry to the Event or who have been removed from the Event Venue in accordance with the Regulations or the Act due to their violation shall not be entitled to a refund of the Ticket price.
It is prohibited to conduct any commercial or other profit-making activity, as well as advertising and promotional activities at the Event Venue without the Organiser’s authorisation.
- The Organiser designates the following zones for the Event:
- Technical and social facilities,
- Audience area in front of the Main Stage,
- Audience area in front of the Second Stage,
- VIP area
- Catering Areas (These are not part of the mass event area and alcohol purchased or served there may only be consumed in these areas.)
The organiser shall ensure fire safety by ensuring that service personnel, security and information services, and the organiser are familiar with the location of portable fire-fighting equipment and hydrants, as well as the rules of conduct in the event of a fire.
Security and Information Services must be trained in: evacuation procedures, how to alert the fire brigade, how to use portable fire-fighting equipment, and how to administer first aid.
During the Event, the Organiser and Event Participants, as well as other persons present on the premises, undertake to comply with the provisions of the Act on Upbringing in Sobriety and Counteracting Alcoholism.
- Rights and obligations of event participants
- The Organiser informs that due to the large number of Participants, the need to verify Tickets and the necessary control and security measures applied at the entrance to the Event, Participants are required to arrive at the Event venue well in advance.
- The Organiser informs that Event Participants or other persons present at the Event Venue will be continuously exposed to loud noises that may cause hearing damage. Strobe lights will be used during the Event.
- The Organiser also records the course of the Event for the purposes of documentation and promotion or advertising of the Event and events in future years, the Organiser and sponsors. The image of persons present at the Event Venue may be recorded and then disseminated for documentation, reporting, advertising and promotional purposes.
- Complaints
All complaints must be submitted in writing within 14 days of the end of the Event to the Organiser’s postal address.
- The complaint should include the name and correspondence address of the person submitting the complaint, as well as the reasons for the complaint and the content of the request.
- The Organiser shall consider complaints within 21 days of their delivery to the Organiser.
- Any inconveniences related to limited visibility resulting from the placement of sound system components, lighting or sector markings, as well as inconveniences related to the sound system of the Event, are subject to possible complaints only on the day of the Event and during its duration.
- The administrator of personal data is KPT sp. z o. o. in organisation with its registered office in Szczecin at ul. Bolesława Śmiałego 20/1A, 70-347 Szczecin.
Personal data is processed for the purpose of handling complaints. Providing personal data is voluntary, but necessary to receive a response to a complaint. The legal basis for the processing of personal data is its necessity for the purposes of the legitimate interests pursued by the controller, consisting in the handling of complaints. The controller may process the personal data of Participants for as long as is necessary to achieve the purposes for which the data was collected, unless there is a technical, legal or other important reason justifying the deletion, destruction or anonymisation of such data.
The data subject has the right to request the controller to access their personal data, rectify it, delete it or restrict its processing, the right to object to the processing and the right to transfer the data, as well as the right to lodge a complaint with a supervisory authority.
- Criminal provisions under the Mass Events Safety Act and the Criminal Code
- Anyone who fails to comply with an order issued on the basis of the Mass Events Safety Act or by the Security or Information Services shall be subject to arrest, restriction of liberty or a fine.
- Anyone who brings or possesses weapons, other dangerous objects, explosives, pyrotechnic products or flammable materials at a mass event shall be subject to arrest or restriction of liberty.
- Anyone who, knowing that they are infected with a contagious disease, directly exposes another person to infection with that disease shall be subject to imprisonment for a term of between 3 months and 5 years. If the perpetrator of this act exposes many people to infection, they shall be subject to imprisonment for a term of between one and ten years (Article 161 § 2 and § 3 of the Criminal Code).
- Final provisions
- All rights to the name and logo of the Event are reserved by the Organiser. Official programmes and merchandise related to the Event will be sold exclusively at the Event Venue or at points of sale authorised by the Organiser.
- Event sponsor status is granted exclusively by the Organiser.
- The Organiser shall not be liable for the consequences of force majeure.
- These Regulations are available:
- on the website hellsbells.pl
- at information points within the Event Area;
- at the entrance to the Event Area.
- Security and Information Services may issue their own safety and fire safety instructions in accordance with applicable law.
- In matters not covered by these Regulations, the provisions of the Act shall apply.
- The Organiser reserves the right to amend these Regulations, in particular due to the need to ensure the proper course of the Event and the safety of Event Participants.
The Regulations shall enter into force on 26 January 2026.
